City Council Reviews Pubic Safety Ordinances

COLCHESTER – A recent public safety committee meeting chaired by Alderman Kim Limkeman highlights the years of continued discussion to organize public ordinances and make them available for public access through a website.

“I went through the entire ordinance and picked out the pages that dealt specifically with our committee; we own a full third of the ordinances. I was amazed that we had that many in there – its 197 pages out, and its 640 pages in total, including many pages intentionally left blank. I kept those just to show there was some separation between those chapters,” Limkeman said.

Ensuing discussion by public safety committee members Martha Clark and David Frost, as well as Mayor Mark Clark who was in attendance, focused on the problems of information management such as searching for and successfully locating relevant or pertinent information, such as the specific chapters dealing with all-terrain vehicles (ATV) which are in fact categorized by the Illinois General Assembly as non-highway vehicles which includes off-highway motorcycles, golf carts, and utility vehicles.

Shortly after taking office as the incoming mayor for the city, Mark Clark emphasized what he viewed as a need to improve upon information and data management by the city and automate the process whereby information would be subject to review and discussion relevant to the committees, and then eventually made available publically online.

The city is also working with document management company Laserfische to help automate the process and get the information available for the public to see because as things stand right now, the ordinances are contained in a binder which is available to city officials but not readily accessible in a way that a citizen or area resident might need in order to look up information when a situation calls for information to be available.

“I was just amazed by the number of ordinances that this committee is responsible for, it’s a lot. I think it rivals, even what the administrative and finance committee(s) have. There is a lot of stuff out there that we’re responsible for, so I want to stay on top of reviewing those, looking at those (ordinances) during each(public safety) meeting we have, spending time on them and just getting familiar with them. So, when someone asks we have an understanding or at least knowledge of what’s out there,” Limkeman said.

No votes were taken during the public safety committee meeting.
