Recommended Budget Request Moves Forward to IBHE, Governor, General Assembly
At Thursday's Western Illinois University Board of Trustees meeting, the Board unanimously approved the institution's Fiscal Year 2027 all-funds budget.
The budget assumes Western's FY27 state appropriation will be $59.1 million; the University's total operating budget for FY27 is $176.5 million, which is a reduction of close to $13 million from the FY26 operating budget. Personnel services, Medicare and CMS health insurance expenditures, which total $96.6 million, represent 55.0 percent of the University’s Fiscal Year 2027 planned allfunds budget expenditures, followed by items supporting the academic mission of the University such as awards and grants (student financial aid), contractual services (primarily utilities and food service) and commodities.
'We will continue to review all operations and income producing opportunities to continue our path towards fiscal sustainability,' Vice President for Finance and Administration Ketra Roselieb told the Board.
The Board also approved the Fiscal Year 2028 appropriated operating budget and capital budget recommendations, which will be presented to the Illinois Board of Higher Education, the General Assembly and Gov. J.B. Pritzker. The Board okayed an FY28 recommended appropriated budget increase of $28.5 million and the FY28 capital budget recommendation of $476.1 million.
