The Colchester City Committee of the Whole met July 27, and voted to approve submission of all agenda items for the regular August 3 city council meeting.
Council members reviewed and discussed the Tax Increment Financing (TIF) and the City of Colchester annual FY23-25 audits, as well as payments to auditors, and approved placement on the Aug. 3 agenda. They also reviewed and discussed the FY25-26 budget and will place it and the appropriations request on the docket.
Of importance to local businesses, the council reviewed and discussed Ordinance No. 2026-09, to repeal and re-enact (with amendments) the City's liquor code to include a specialty use license.
A resolution to support a Community Development Block Grant (CDBG) through Western Illinois Regional Council along with a letter of transmittal from the mayor, was approved for inclusion. The grant is designed to support an on-going Department of Agriculture grant to replace sewer lift stations and piping, particularly in the southeast portion of the city, which is prone to flooding.
Action on six ordinance cases involving property issues or tall grass and mowing, as well as derilect properties in need or repair or demolition, will also be on the agenda for approval.
Finally, the Council heard recommendation for closing of certain streets in Colchester for carnival set-up and Lions Club Labor Day activities.
