Have some exterior home improvements that you need to complete, but need a little financial assistance? Check out Macomb's Office of Community Development East and West TIF District Residential Rehabilitation Program. Applications open today (May 1).
Eligible street-facing projects such as painting, tuckpointing, siding, windows, doors, and foundational repair may receive up to a $5,000 reimbursement. Applications will be available at cityofmacomb.com/economic_ and_business_incentives/ or by visiting the Office of Community Development at 232 E. Jackson St.
To determine eligibility the property needs to be located within the East or West TIF district, and the equalized assessed valued of the property needs to be under $33,334, which is equivalent to a market value of $100,000. 'The mayor and city council have allocated a total of $150,000 to improve the housing stock within our TIF Districts,' said Macomb's Community Development Director Cesar Suarez. 'Homeowners should apply to improve the brighten their home's appearance, make them more energy-efficient and increase their value. In addition, landlords can upgrade the egress windows of their rental properties to meet the Emergency Escape and Rescue Openings (EEROs) requirement for sleeping rooms.'
According to the application packet, grant awards by the city are payable as reimbursements for eligible expenses to be incurred by the applicant for the project and are subject to prior review by city staff and approval by the Macomb City Council. Following council approval, applicants must obtain a permit from the city and start the project within 6 months; complete the project within one year; and verify the TIF eligible project costs that were incurred and paid by the applicant.
Qualified projects include surface preparation such as the removal of inappropriate coverings or elements to undertake new exterior improvements; exterior painting and/or siding; repair/replacement of roofs, exterior doors and windows; exterior brick repair/tuckpointing and restoration of other historic/architectural features; repair/replacement or addition of awnings or canopies, and other structural repairs and renovations; repair/replacement or addition of porches, steps, ramps and other similar Americans with Disabilities Act (ADA) compliant amenities; and demolish garages, sheds or deteriorated / dilapidated structures.
Only one single-family homes that are located within the Macomb Downtown East Side TIF District or the West Side TIF District, may apply for the program. Applicants must attach a detailed description of the planned improvements, estimated costs of the project, including at least two contractor bids, proof of ownership or lease of the property and an estimated project schedule.
